Its a ceramic Paris themed Scotch decanter made in Japan, probably post war, 1950s or early 60s. The decanter has a centre cut out that is filled by a Frenchmans head. At the front of the decanter surrounding the Frenchman are images of the Eiffel Tower, the Arc de Triomphe and Notre Dame Cathedral.
