According to head designer Mark Rosewater, there are no plans to change collector boosters, though since theyre customized to fit the set they go with, they have and will continue to evolve over time. Announced today, set boosters and draft boosters will be combined into a new type of booster dubbed the play booster. Play boosters will debut with Murders at Karlov Manor, which will be available in February of 2024
The cost is huge, but what you get for it can be pretty amazing

Again, if it feels like the card is supposed to be in the deck, I wish it would have just been included in the box
