Good enough to just play on its own for the card draw (its basically a blue Elvish Visionary), its obviously not quite as good as a Commander without some setup to take advantage of the draw-two abilitybut that setup isnt all that difficult

I bet it plays nicely with cast-from-exile synergies, so that you draw cards that dont go to your hand

I think the temptation will be to wait until you have all five quality targets

The damage is secondary here, but you can sacrifice something large (Say, one of two infinite power Enduring Scalelords that you have just used to kill two players as part of a combo) to deal damage to a player
