Some are intended to be played in a unique format or to modify traditional games rules while others were rewards for doing well in tournaments or for participating in events

The second does not arrive tapped and you can spend two mana to pump a dork by +2/+0 and give it haste and vigilance for the turn which is pretty good for the mana investment

Dominaria, Innistrad and M12 all provide solid cards that can fit in most decks, as long as you disregard the cards that depend too much on synergies (UR wizards,Burning Vengeance,Tribal cards from Lorwyn, etc.)
