We cannot just increase the number of successes in the population for both Threats (element #3) and Answers (element #4) without taking from somewhere else

Legacy and Vintage, in particular, are pretty much constructed around the card and the things it can do

Overall the deck was set up very nicely in the metagame

The ceiling is not quite as for Arc Trail high but is none the less surprisingly close and more importantly it is much much easier and more common to reach or get near that ceiling and early in the game too
