Usually, Level 4 or lower monsters with a DEF past around 2200 (example of 2200 DEF: Gear Golem the Moving Fortress), would need an effect that's more of a drawback (Big Shield Gardna's 2600 DEF forces itself to Attack Position after being attacked, or Destiny HERO Defender makes your opponent draw 2 cards per turn for being there with its 2700 DEF, etc)
